this gauge is not returning to "0" pressure with engine off but stays in the middle. when starting the needle goes to zero and then comes back up to approx 40 lbs. any advice will be appreciated.

My 99 SS does the same thing and my friend's 2000 SS does the same thing as well. It has done that since I owned the car. And yes when I start the car it goes down to zero and then up to normal pressure when running.

Many electrical guages operate on the principle of applying voltage to one side and then the sending unit acts as a rheostat and varies the current though the guage. So the guage does not actually operate until the ignition is on, if it goes to zero when the ignition is on, and then registers the pressure that's the important thing, where it sits with the ignition off is not important.
Hope this helps.

thanks for the info gents. i checked at least 15 new gm cars with oil pressure gauges and they all have the needle in the middle with the engine turned off.

That's were it ends up when you turn off the ignition (remove power from the gauge). It should go to '0' when you first turn it on and register pressure when running.
If you ran mechanical gauges, it would read actual at all times, since it is not affected by voltage.
Normal stuff.
