Autotap is a logging program which simply reads and displays what your car is doing.
The hypertech programmer mildly reprograms certain preset items, along with allowing you to set cooling fan temps, and change gear ratios (if needed). It wont let you do any tuning.
For real tuning, you need to get LS1 edit, but then you have to figure out how to use it properly, or take it somebody who can tune it for you (a must if you have done any major mods).

It really only requires a minimum system. I don't remember the exact spec but if you can get your hands on a good used one for a couple of hundred it should be fine.
