SLP PP are selling a 427 engine ,,,weird description as to legality??

Looking for low-to-mid 10s from your street-driven F-Body?

NOTES: This package must be installed at SLP's Toms River, New Jersey facility (call for installation charges). Requires SLP Dyno Testing and Custom PCM Tuning. Sold in long-block form. Not legal for use on pollution-controlled motor vehicles.

Doesn't answer my question,but makes more sense.

Which is it??

The MTI set up looks a lot more interesting for the price[I can't afford either],it looks more complete.
