Guys, after examination, I'd say it's sealed off. Take a look at this picture, I had to push it a bit to get my finger in there.

That's the ticket!It's got to be pressurized to have the most ram air effect. I believe it works.

I'd agree. That's not the stock lower lip seal and looks very similar to the FTRA piece.
