I want to know how you did it... I'd like to make that my target on an 02 SS with the base 345net package with SLP LTs...I think I've got about $2,500+ o play with so let me know if it's possible?

Im at 344rwhp/353rwtq with just LS1 edit tuning. I have the 345hp/350tq SLP options. My goal is also 400rwhp.
Im going to try the following:
-TSP LID -Smooth Bellow -GM Hot Cam -Jet Hot Long Tube headers -Jet Hot ORY -Cut Out -More LS1 Edit Tuning
I may try a ASP pulley too.. if need be. I believe good dyno tuning is key, though.
I should be able to get it without the pulley.

You need more than a Hotcam and long tubes to get 400rwhp.
I have seen a ton of different combinations and you need ported heads and a cam to get 400rwhp.
For $2500 I would get a stage 2 ported head and pretty healthy cam.

Add Patriot Stage 2 heads and a TH224/112 cam. The heads are very inexpensive, good quality and require no core. I highly recommend dyno tuning with LS1 edit to clean it all up. You'll be well over 400 rwhp with that and should be able to do it with 3K.

save your $$$ so you can build the motor you really want from the start... instead of incremental steps .. may take loger to raise the moolah, but it sure beats repeating the same things 5-6 times to finally figure this out you'd been better off.

I plan on spending $2,500 - $3,000, but this will also include a gear swap to 3.73s or 4.10s. and a Preditor programmer. Some have said I would need LS1edit to properly tune...can somebody explain the advantage LS1edit has over Preditor?

I wouldn't go bigger than a 224 unless you do heads and tuning. I went with a tr224/114lsa for better idle and drivability and with the computer not touched, I turned 386-390 at the wheels. Tuning and a ported throttle body will get me 400 at the wheels. All I need.
But since tuning is $500 plus, I have been diving it without a tune for the summer and never had a problem. Except, the rev limiter seems lower now. The motor revs so fast . And the ses light pops up if I let it idle to long. Those can be fixed with a tune, but hp can be added also as well as even better drivabilty. Plan on tuning this winter.
I also did the swap myself without any problems. Much easier than my TTS header swap.

with most hand held programmers such as the preditor and hypertech and the like, you are limited on what you can do. with LS1 edit, you have many more options and can fine tune it better. i dont know everything about LS1 edit, but Steve da wrench could explain it better.

I have a question for those of you swapping cams, heads, etc and generating that kind of hp/tq: are your cars subject to any kind of emissions test?
Every now and then I get wild ideas about doing the same kind of mods to my SS. However, where I live, my car has to pass an emissions test. I'd hate to do the work to my car, then not be able to get tags for it because it flunked emissions. Any comments?

A simple LS6 head and cam swap will get you very close to 400 RWHP with your LT's and tuning. You might want to think about beefing up the internals, especially the rods with LS6 parts. I just reciently did the head and cam swap with full LS6 internals and pulled 378 RWHP without headers or a retune. Total cost $2300 (my labor), GM warrantee on the LS6 parts and all.

Here's how I did it:
