I'm not taking my car completely off the road this winter, but I will be letting it sleep under it's cover for 2-3 weeks at a time. Will I need to take any precautions, particularly w/ flat-spotting the tires, while I 'store' it for this short period of time?? (The car will be outside, no garage )

A few weeks at a time shouldn't be an issue.
Just keep it covered when it's not being driven and check your air pressure in the tires (and other routine stuff like fluid levels, etc.) before you drive it.

Flat spots are less of an issue with radials. When I stored my car I would put 45psi in the tires to keep them firmer and would move the car back or forth just a bit every few weeks. Just remember to lower the pressure when you take it on the road again.
