Ok I just ran my cars VIN number using the free Yahoo! FREE CARFAX Record Checks it came back with "IMPORTANT! The 2 records on this 2002 CHEVROLET CAMARO Z28 will confirm a clean history or uncover potential problems. Find out by ordering the complete" Now being that I am the only owner and know it's history and there hasn't been anything bad done to the car. Is the just a blanket statement meant to peak my interest to purchase the full report? I think it's a waist of money if I pay for the full report and it come back with a clean history. More than likely they are just when the car was registered and depending on where in PA. you are, possibly a state inspection. When I was buying my wife's '96 Vette it had 9 hits on CARFAX and when I ran it they were the dealer titling it and all the DMV inspections.

YEAH, more than likely it is showing title transfers and maybe any recall info. I just purchaed a 2001 B3000 Mazda and it had 9. All were trails attached to it from purchase by new owner to making it to the dealer I bought from. As i purchased from a dealer they did the Carfax for me and that was how I found what the 9 were.

In NJ, state inspections are now showing up as 'records' on the CarFax report too.
If I were you, I wouldn't worry about it... It is just generic marketing and they are trying to get you to buy the report.
