Yes and no. Physically they will swap, but the "parts" are interchangable.

I got a 99 TB and the "cam" that the throttle cable connected to was too small, so I took the cam out of my 2000 and it worked.

The electronics are identical as far as I know.

The 98 has a different "cam" configuration that opens the throttle at an even rate. The 99 and newer (from the info I have) are all the same. They are designed with a progressive "cam" so the throttle is not quite so responsive/touchy at low throttle. This is for better mileage and emissions controls. They will physically interchange. The programming in the PCM is different though. You can use one on the other, but may end up with slightly higher emissions and lower gas mileage, maybe even a hesitation/bog on light/quick accel. Should not be too big of problem if you have any other mods, and especially if are having your PCM retuned anyway.
