You can go as fast as high 12's - but more likely you'll be low 13's. He'll probably be mid to high 13's. You should smoke him!
Links to magazines won't help. They're pro drivers for the most part.

Jeremy there is 3 or 4 99's in my local club and all of them stock on street tires run low 13's all the time 13.1 13.2

My wife's old 2001 GT was not even close to a match for my 2000 SS. I would even keep my foot out of it and let her stay even with my mirror just to toy with her, then take off, putting lengths on the Mustang. Without mods, I thought the Stang was about as fast as a nice sports sedan.
And I am not being anti Ford here. The Mustang was a nice car with a few aspects of it being better than the Camaro but performance wise, it was no match.
